3s Project Charter

3s project charter: 1.       Impressive bottom-line results can be achieved from 3S projects when they meet certain fundamental requirements.

2.       A successful project should be defined properly (have clearly defined deliverables), be approved by management, not be unmanageable (so large in scope) or trivial, and relate directly to the organization’s mission.

3.       The 3S project charter is prepared to address these requirements in the project definition. A project charter contains elements of its business case.

4.       A project charter is a key first step in the 3S project to specify the scope and the necessary resources and boundaries that are essential to ensure project success and to create and maintain team focus, effectiveness, and motivation.

This key part of the project plan consists of the following:

a.       Problem statement: a description of the business need to be addressed by the 3S project (i.e., the opportunity or issue addressed by the project and approved by the organization).

b.      The mission of the project team and the project link to the organization’s mission, objectives, and metrics. A specific and informative mission statement that is focused on root causes rather than symptoms may require several revisions as the team gains more insights.

c.       A description of the project’s objectives, scope, and major stakeholders.

d.      A work-breakdown structure with a detailed time frame.

e.      A summary of project deliverables (outcomes).

f.        The authorization to apply organizational resources to the project.

Generally speaking, there are six steps in the 3S project chartering process:

a.       Obtain a problem statement.

b.      Identify the principal stakeholders.

c.       Create a macro flowchart of the process.

d.      Select the team members.

e.      Identify the training to be received by the team.

f.        Select the team leader.
